With equal-size spaces on a fair spinner, a color covering more spaces is more likely. When comparing wheels, compare the fraction of spaces, not just the count.
A worked example
Red on 3 of 4 equal spaces is more likely than red on 1 of 4. Red on 2 of 4 has the same chance as red on 1 of 2.
